Boy Scouts' 'Perversion Files' Include 62 Local Cases, Listed By Community

Amid a nationwide focus on how the Boy Scouts of America handled sex abuse complaints or suspicions since the 1950s, newly uncovered records let former scouts and parents see if someone from their troop or pack was banished.

Fifty-nine men who led or worked with Cub Scout and Boy Scout troops in Southeast Michigan were banned as "ineligible volunteers" from 1958-2004, a newly posted database shows. Three had more than one file, sometimes covering more than one Boy Scout or Cub Scout group. 

The scouts banned scoutmasters or applicants after officials received a complaint about inappropriate conduct from parents or others.

At the time they were barred, those blacklisted locally included two teachers, a GM engineer, an insurance agent, a hospital orderly and a Salvation Army employee. They worked in 33 communities, including Bloomfield Hills, Farmington, Grosse Pointe Farms, Royal Oak and West Bloomfield.

Five expulsions occurred this decade. The most recent local case was in 2004 and involved Troop 103 in New Hudson. The earliest pair date to 1958 in Orchard Lake (Troop 101) and Detroit (Troop 406). 

The Los Angeles Times used files released by the Oregon Supreme Court and other data it received from an attorney to post a national database searchable by city. Its "Perversion Files" project has the names of men deemed unfit for scouting, so searches also can be conducted for individuals. 

Deadline Detroit presents basic information about local cases below without names because most of those individuals who were kicked out were not charged criminally or even reported to authorities. More than a half-dozen men in Southeast Michigan did have convictions for criminal sexual conduct with minors, files show.

In a phone interview, the region's top scout executive -- Richard Fisher, CEO of the tri-county Great Lakes Council – described new screening, training and other safeguards to avert abuse or halt any promptly.

"Protecting our youth is our No. 1 priority," he said from Detroit. "We have certainly made a lot of progress."

Fisher added: "We do extensive background checks of references, as well as criminal and driving records, for any individuals applying to be volunteers." 

He also described a Youth Protection Training program for adults and scouts that focuses on "recognizing, resisting and reporting abuse -- whether it's physical or emotional."

There have been instances where people misused their positions in Scouting to abuse children, and in certain cases, our response to these incidents and our efforts to protect youth were plainly insufficient, inappropriate, or wrong. Where those involved in Scouting failed to protect, or worse, inflicted harm on children, we extend our deepest apologies to victims and their families.

The information below is from the Los Angeles Times compilation, generated from 62,000 files.

Taken together, the database accounts for all of the Boy Scouts' surviving files as of January 2005. An unknown number of files were destroyed by the Boy Scouts between the 1970s and the 1990s, and additional cases have been created since 2005.
