Packard Plant owner Fernando Palazuelo continues to fall short.

He missed a court-ordered deadline Thursday to apply for a permit to demolish the deteriorating industrial site -- all while continuing to market the site to developers, the Detroit Free Press reports.

"The city is considering its next steps," spokesman John Roach told the Free Press.

The Freep has details:

On March 31, Wayne County Circuit Judge Brian Sullivan formally declared the Packard Plant a public nuisance and ordered Palazuelo and his company, Arte Express Detroit, to apply for a demo permit within 21 days, then start the demo within 42 days and complete the work within 90 days.

According to the judge's order, for having failed to meet the deadline Palazuelo could be subject to contempt of court sanctions.

Palazuelo, who was born in Madrid and lives in Lima, Peru, came to Detroit with grandiose plans for the plant. His project site boasts of "a vision to bring back opportunity, jobs and commerce to the east side of Detroit through the Packard redevelopment," but many people are disappointed.
