A damning state legislative report issued Tuesday blames Michigan State Police Director Col. James Grady for his agency’s “toxic environment,” the Detroit Free Press reports.

The 14-page report, authored by the Republican-controlled House Oversight Committee, also blames Grady for insular decision-making, a lack of transparency, and retaliation against those who question his actions.

“Depositions of senior officers and civilians reveal a deeply insular leadership culture at MSP that shuts down communication, ignores the expertise of seasoned personnel, and fosters uncertainty, frustration, and low morale throughout the department,” the report said, according to the Freep.

Grady, according to the Freep, responded with a statement saying his “focus continues to be on doing what’s best for the agency, our members and the people of Michigan,” and “supporting our dedicated, hardworking members, who work each day to deliver critical public safety services that have contributed to reductions in violent crime.”
